Russia May be Playing Hard Ball

I may have spoke too soon yesterday about Russian co-operation. Here's an article from Danger Room. Apparently the secretary of the Kremlin's security council is proposing a doctrine that advocates the use of nuclear weapons in preventative strikes against opponents (even opponents that are conventionally armed).
